Police have filed criminal charges against a man who rear ended a car at a construction site, killing three people.
William Koehler will face manslaughter charges.
A court affidavit shows Koehler admitted to using his phone while he was driving.
Police say he passed several signs warning that traffic was stopped ahead of him.
A 31-year-old man and his two daughters died in the crash.
The girls were two and eight years old.
The accident took place in Northwest North Dakota, near Crosby.
Police have issued an arrest warrant for Koehler.
